UNHABITAT in Switzerland and China


Switzerland is one of the largest donors of UN-Habitat projects and programmes around the world. Ms Jeanine Volken, Deputy Head of the Swiss delegation to the UN-Habitat Assembly, addressed the Partnerships and Pledging Conference. She confirmed the strong commitment of Switzerland to the collaboration with UN-Habitat and announced financial support for the reopening of the UN-Habitat liaison office in Geneva.



In China - the local government’s operating budget for state-owned capital expenditure was 130 billion yuan, up 15.3% year-on-year.

1. National General Public Budget Revenue and Expenditure

  (1) General public budget revenue.

  In 2019, the national general public budget revenue was 190382 billion yuan, an increase of 3.8% year-on-year. Among them, the central general public budget revenue was 89305 billion yuan, an increase of 4.5% year-on-year; the local general public budget revenue was 1010.177 billion yuan, an increase of 3.2% year-on-year. National tax revenue was 15.79 trillion yuan, up 1% year-on-year; non-tax revenue was 3.239 trillion yuan, up 20.2% year-on-year.

  The main tax revenue items are as follows:

  1. Domestic value-added tax was 6,234.6 billion yuan, a year-on-year increase of 1.3%.

  2. Domestic consumption tax was 1,256.2 billion yuan, up 18.2% year-on-year.

  3. Corporate income tax was RMB 3.7 trillion, up 5.6% year-on-year.

  4. Personal income tax was 1,038.8 billion yuan, a year-on-year decrease of 25.1%.

  5. Value-added tax and consumption tax on imported goods was 15,812 billion yuan, a year-on-year decrease of 6.3%. The tariff is 288.9 billion yuan, an increase of 1.5% year-on-year.

  6. Export tax rebate was 1.6503 trillion yuan, up 3.7% year-on-year.

  7. Urban maintenance and construction tax was 482.1 billion yuan, down 0.4% year-on-year.

  8. Vehicle purchase tax was 349.8 billion yuan, a year-on-year increase of 1.3%.

  9. Stamp duty was 246.3 billion yuan, an increase of 12% year-on-year. Among them, the stamp tax on securities transactions was 122.9 billion yuan, a year-on-year increase of 25.8%.

  10. Resource tax was 182.2 billion yuan, an increase of 11.8% year-on-year.

  11. Among land and real estate related taxes, deed tax was 621.3 billion yuan, an increase of 8.4% year-on-year; land value-added tax was 646.5 billion yuan, an increase of 14.6% year-on-year; real estate tax was 298.8 billion yuan, an increase of 3.5% year-on-year; cultivated land occupation tax was 139 billion yuan, a year-on-year increase An increase of 5.4%; urban land use tax of 219.5 billion yuan, a year-on-year decrease of 8%.

  12. Environmental protection tax was 22.1 billion yuan, a year-on-year increase of 46.1%.

  13. Vehicle and ship tax, ship tonnage tax, tobacco tax and other tax revenues totaled 112.1 billion yuan, up 13% year-on-year

(2) General public budget expenditures.

  In 2019, the national general public budget expenditure was 23.874874 trillion yuan, a year-on-year increase of 8.1%. Among them, expenditures at the current level of the central general public budget were 3.5115 trillion yuan, an increase of 6% year-on-year; local general public budget expenditures were 203.5759 billion yuan, an increase of 8.5% year-on-year.

  The main expenditure subjects are as follows:

  1. Education expenditure was 349.313 billion yuan, an increase of 8.5% year-on-year.

  2. Expenditure on science and technology was 952.9 billion yuan, a year-on-year increase of 14.4%.

  3. The expenditure on culture, tourism, sports and media was 403.3 billion yuan, a year-on-year increase of 2.3%.

  4. Social security and employment expenditure was 2,958 billion yuan, a year-on-year increase of 9.3%.

  5. Expenditure on health was RMB 1,679.7 billion, an increase of 10% year-on-year.

  6. Energy-saving and environmental protection expenditure was 744.4 billion yuan, an increase of 18.2% year-on-year.

  7. Urban and rural community expenditures amounted to 2.5681 trillion yuan, up 16.1% year-on-year.

  8. Agricultural, forestry, and forestry water expenditure was 224.2 billion yuan, up 6.3% year-on-year.

  9. Transportation expenditure was 1141.3 billion yuan, a year-on-year increase of 1.2%.

  10. Debt interest payment expenditure was 833.8 billion yuan, a year-on-year increase of 12.6%.

  2. National government fund budget revenue and expenditure

  (1) The budget revenue of government funds.

  In 2019, the national government fund budget revenue was 845.6 billion yuan, an increase of 12% year-on-year. From the perspective of the central government and local governments, the budget revenue of the central government fund is 404 billion yuan, an increase of 0.1% year-on-year; the budget revenue of the local government fund is 804.7 billion yuan, an increase of 12.6% year-on-year.

  (2) Budget expenditure of government funds.

  In 2019, the national government fund budget expenditure was 9,136.5 billion yuan, a year-on-year increase of 13.4%. From the perspective of the central government and local governments, the central government fund budget expenditure is 311.3 billion yuan, an increase of 0.8% year-on-year; the local government fund budget-related expenditure is 882.52 billion yuan, an increase of 13.9% year-on-year. (Including expenditures on shantytown reconstruction, land bond special bond income arrangements, etc.) increased by 8.8%.

  3. National State-owned Capital Operating Budget Revenue and Expenditure

  (1) The state-owned capital operating budget income.

   In 2019, the national state-owned capital operating budget revenue was 396 billion yuan, a year-on-year increase of 36.3%. From the perspective of the central and local governments, the central state-owned capital operating budget revenue was 163.6 billion yuan, an increase of 23.3% year-on-year; the local state-owned capital operating budget revenue was 232.4 billion yuan, an increase of 47.2% year-on-year.

  (2) The operating budget expenditure of state-owned capital.

   In 2019, the national state-owned capital operating budget expenditure was 228.7 billion yuan, a year-on-year increase of 6.2%. In terms of the central government and local governments, the central government’s operating budget for state-owned capital expenditure was 98.7 billion yuan, down 3.7% year-on-year; the local government’s operating budget for state-owned capital expenditure was 130 billion yuan, up 15.3% year-on-year.

2. National government fund budget revenue and expenditure

  (1) The budget revenue of government funds.

  In 2019, the national government fund budget revenue was 845.6 billion yuan, an increase of 12% year-on-year. From the perspective of the central government and local governments, the budget revenue of the central government fund is 404 billion yuan, an increase of 0.1% year-on-year; the budget revenue of the local government fund is 804.7 billion yuan, an increase of 12.6% year-on-year.

  (2) Budget expenditure of government funds.

  In 2019, the national government fund budget expenditure was 9,136.5 billion yuan, a year-on-year increase of 13.4%. From the perspective of the central government and local governments, the central government fund budget expenditure is 311.3 billion yuan, an increase of 0.8% year-on-year; the local government fund budget-related expenditure is 882.52 billion yuan, an increase of 13.9% year-on-year. (Including expenditures on shantytown reconstruction, land bond special bond income arrangements, etc.) increased by 8.8%.

In terms of the central government and local governments, the central government’s operating budget for state-owned capital expenditure was 98.7 billion yuan, down 3.7% year-on-year; the local government’s operating budget for state-owned capital expenditure was 130 billion yuan, up 15.3% year-on-year.
