UN Secretary-General's High-level Panel on Digital Cooperation

The High-level Panel on Digital Cooperation was established by UN Secretary-General António Guterres out of the recognition that cooperation across domains and across borders is critical to realizing the incredible benefits of digital technologies, while safeguarding against risks and unintended consequences.

The High-level Panel on Digital Cooperation is actively seeking ideas and inputs on how to strengthen cooperation across sectors, disciplines and borders to address shared challenges in the digital age. Reminder to submit your response to the Call for Contributions by 31 January 2019.

Comprised of 22 inter-disciplinary expertsand co-chaired by Melinda Gates and Jack Ma, the Panel is tasked with producing a report with actionable recommendations for working cooperatively across sectors, disciplines and borders to address challenges in the digital age. The UN Secretary-General’s call for greater international cooperation around digital issues & challenges has been further underlined recently at major international fora, including in his remarks to world leaders at the UN General Assembly in September 2018, and in addresses to the ITU Plenipotentiary Conference, the Web Summit, the Paris Peace Forum and the Internet Governance Forum in November 2018.

At the conclusion of the meeting, Panel members agreed to focus the next phase of research and engagement around a few key questions:

  1. What values and principles should underpin cooperation in the digital realm?

  2. How can stakeholders cooperate more effectively in the digital realm? And how can marginalized stakeholders be included?

  3. How can cooperation among stakeholders be improved in specific areas? Areas for exploration include: inclusive development; inclusive participation in the digital economy; data flows and governance; the protection of human rights and human agency in the digital age; digital trust and security.

The Panel’s next meeting will take place in January 2019 in Geneva, at which time the Panel will take stock of inputs received through consultations, engagement and the global Call for Input.
